Changes

• Fix release verification waiting for the nonexistent CodeQL job after CI moved to a language matrix. Require CodeQL (actions), CodeQL (java-kotlin), CodeQL (python) and CodeQL Policy to succeed before publication.
• Add regression tests for successful matrix checks, pending or missing checks, and unsuccessful security gates. Documentation deployment remains independent of release approval.

Compatibility

No library API or runtime behavior changes. Tag 1.4.2 remains immutable; its release workflow failed during verification before package publication.
